Parliament Unveils New Sub-Committee to Tackle Major Procurement Controversies

The Parliament has taken a significant step by forming a specialized Sub-Committee to conduct an in-depth investigation into two major reviews: ‘The Review of the Housing Authority – Special Investigation on the Allotment and Tender Process’ and ‘The Review of the Special Investigation Report on the Procurement of Goods and Services at the 52nd Asian Development Bank Annual Meeting.’

This decision follows former Speaker Ratu Naiqama Lalabalavu’s request to activate Standing Orders 20, which led to the creation of a Public Accounts Sub-Committee tasked with addressing lingering issues identified by the Standing Committee on Public Accounts.

Speaker of Parliament, Filimone Jitoko, announced that the newly established Sub-Committee will be led by Chairperson Ratu Josaia Niudamu and Deputy Chairperson Joseph Nand, with additional members including Alipate Tuicolo, Taito Rokomatu, Ketan Lal, and Sanjay Kirpal. Their focus will be on the findings from the aforementioned reviews, and they are expected to deliver a report to the Office of the Speaker by June 2025. Today, the Terms of Reference for this investigation will be shared with the involved Members of Parliament.

This initiative underscores the ongoing concerns over transparency and possible mismanagement in the procurement processes associated with significant events such as the ADB Annual Meeting, which has previously faced criticism for budget overruns and alleged financial mismanagement.

By reinforcing oversight measures within public finances, this investigative Sub-Committee aims to enhance accountability for past expenditures and improve future procurement processes. Moreover, the establishment of this committee serves as a proactive measure intended to restore public confidence in the government’s financial management practices.
