The COVID-19 pandemic has had a considerable adverse effect on the operations and initiatives of the iTaukei Affairs Board, as detailed in their Annual Report for the period 2017-2022 presented by Acting Chief Executive Josefa Toganivalu. The disruptions brought on by the pandemic have resulted in a staggering 80% decrease in provincial rates and a 20% drop in income from investments, which has deeply impacted the board’s financial stability.
Toganivalu explained that operational interruptions, accompanied by lockdowns and restrictions on movement, led to the closure of offices and a reduction in in-person meetings. To navigate these challenges, the board transitioned to virtual meetings and training sessions, ensuring some degree of continuity in their activities. However, many planned initiatives had to be postponed or reduced due to resource limitations and logistical hurdles.
In response to the unprecedented challenges, the board implemented strategies for remote work, which contributed to lowering administrative costs. A pivotal development during this period was the establishment of the iTaukei Institution Group Emergency Response Team, colloquially known as “tiger teams.” These teams were created to enhance task management and streamline resource allocation during the pandemic’s peak disruptions.
This situation echoes the financial challenges faced by the Ministry of iTaukei Affairs, which has also reported a decline in its budget due to pandemic-related factors. From 2017-2018, the ministry’s budget shrank from $18.2 million to $13.8 million by 2021-2022, prompting a reassessment of operations aimed at cost-effectiveness. Ongoing issues such as staff shortages further complicate efforts to serve the iTaukei community effectively.
Despite these financial pressures, both the iTaukei Affairs Board and the Ministry are committed to improving operational efficiencies and securing necessary funding to enhance service delivery. The focus on reevaluating strategies and adopting new technology and training methods showcases a proactive approach to confronting current hurdles. There remains a hopeful outlook for the iTaukei community, suggesting that with dedication and innovative measures, the resilience of these governing bodies can lead to improved service and governance in the future.
