Overtime Woes: How Suva City Council is Balancing Work and Wellbeing

The Suva City Council (SCC) is facing a significant financial burden, spending between $1.5 to $2 million each year on overtime for its staff, which amounts to approximately 80 employees. SCC Chair Tevita Boseiwaqa has raised concerns regarding the balance between workload, employee wellbeing, and productivity.

Recent audit findings indicated that excessive overtime negatively impacts both the health and performance of workers. Mr. Boseiwaqa emphasized that overworking employees can lead to decreased productivity, stating, “You can’t overwork them.” He pointed out the importance of ensuring that employees maintain a healthy work-life balance to avoid detrimental effects on their health.

To address these issues, the council has taken proactive steps to manage overtime without completely eliminating it. Specific shifts, especially early morning ones, have been noted as substantial contributors to overtime costs, with one department alone exceeding $200,000 in overtime payments. Mr. Boseiwaqa mentioned the need for better oversight in this area.

Improvements in staff wellbeing and productivity have already been observed following the introduction of these measures, as efforts continue to balance workload demands while maintaining service efficiency.
