According to a statement from the ODPP, the process begins when a police dossier is submitted. A DPP officer is then assigned to analyze the legal aspects of the case, which is subsequently reviewed by their manager. This legal opinion is ultimately presented to the Acting DPP, who will make the final determination on whether to pursue charges and what those charges might be.
