The implementation of the new Strategy will be guided by the HIV Board, which was established under the HIV/AIDS Act of 2011. This National Strategy prioritizes the enhancement of public health, treatment, care, human rights, and social justice specifically relating to HIV and drug use.

Key objectives include ensuring that legislation aligns with international standards, improving access to HIV testing and treatment, expanding harm reduction initiatives, increasing education and awareness, enhancing data collection and analysis, and advocating for necessary policy changes.

The overarching aim of the Strategy is to develop a coordinated approach to tackle the intertwined challenges of HIV and drug use, emphasizing prevention, treatment, harm reduction, and social justice.
