New Lifeline for Yalobi: Improved Evacuation Centre Unveiled

The upgraded risk-informed evacuation centre for the residents of Yalobi in Waya, Yasawa, was officially opened on Wednesday. This new facility is designed to accommodate over 200 individuals during future disasters.

Constructed by the Ministry of Rural and Maritime Development and Disaster Management in collaboration with the UN Development Programme’s Governance for Resilient Development in the Pacific project, the centre cost more than FJ$60,000.

The centre features essential improvements to address the vulnerabilities within the Yalobi community, including ramps for accessibility, an indoor kitchen, restrooms, and solar lighting. These enhancements aim to protect the safety and security of women, children, the elderly, and people with disabilities during natural disasters.

Attendees at the opening event recounted the harrowing experience of Tropical Cyclone Bebe in 1972, during which villagers had to climb for three hours to reach safety in a mountain cave. In recent disasters, residents sought refuge in their homes due to the lack of a proper evacuation facility. The villagers expressed their gratitude to the Government, donors, and UNDP for this significant assistance, which they believe will greatly enhance their safety and well-being.

Jovesa Vocea, the Assistant Minister for Rural and Maritime Development and Disaster Management, highlighted the critical nature of risk-informed development in rural and maritime areas for long-term resilience. He stated that the Yalobi Evacuation Centre represents the Ministry’s dedication to ensuring that development initiatives are informed by potential risks.

Vocea described the centre as a lifeline for village residents, emphasizing that it is not just a building. He also noted that in addition to serving as an evacuation hub, the centre will facilitate community initiatives to empower local residents, particularly women and youth.

Moreover, the centre is set to host various socio-economic activities aimed at strengthening the Yalobi community. UNDP Pacific Gov4Res Project Manager Nicola Glendining stated that UNDP is committed to working closely with the Ministry on enhancing the resilience of rural communities in Fiji and aligning with the Ministry’s strategic priorities.
