French Minister for Overseas Territories, Manuel Valls, is currently on a four-day visit to New Caledonia to strengthen political dialogue and stability in the region. His trip emphasizes efforts to foster understanding among various political factions amid ongoing discussions about the archipelago’s future following violent civil unrest in May 2024 that resulted in 14 fatalities and extensive property damage estimated at over €2.2 billion (approximately US$2.3 billion).
During his visit, Valls presented a draft agreement to both pro-independence and pro-France political delegates. This document outlines key issues such as self-determination mechanisms, distribution of sovereign powers, local governance, and citizenship rights, serving as a basis for further negotiations. Pascal Vittori, a member of the Loyalist delegation, noted that the proposals within the draft are open for negotiation and reflect a significant step toward consensus.
Valls has called for unity and decisive action from local leaders, emphasizing the critical need for collaboration and compromise at this pivotal moment in history. He highlighted the urgency of finding a resolution to ongoing tensions, stating, “history will not repeat itself.”
In addition to negotiating political issues, Valls also engaged with mayors from New Caledonia, addressing local concerns including security, education, and economic recovery. He confirmed a substantial €200 million (US$216 million) budget aimed at supporting local authorities as they tackle increasing social pressures and efforts to rebuild businesses impacted by the civil unrest.
Immediate measures to aid economic recovery were initiated, including an extension of tax exemptions for businesses recovering from the turmoil. Valls remarked that economic stability is essential for lasting peace and noted the interconnectedness of political dialogue and economic revitalization.
