Last week, the Naiyaca Campus, a $40 million initiative aimed at offering affordable tertiary education through the Fiji National University (FNU) to students in the Northern Division, was highlighted. Construction began in 2018 but has faced persistent delays, halting completely in 2020. Currently, the site bears the remnants of unrepaired iron frames, indicating a paused project.
Key stakeholders involved in the campus development included Civil and Environmental Engineering Solutions Ltd (CEESOL), which was the principal contractor managing the project, with technical assistance from Design Hut, Edison Consultants, and Quantech Pacific. The chosen location was strategically decided to be close to Labasa Town Centre, ensuring easy access for students.
The project, initially funded at $27 million by the government, aimed to provide significant support to the local educational infrastructure. Yet, issues, particularly with design and communication among various consultants and contractors, have led to significant construction delays. A contractor, wishing to remain anonymous, explained that discrepancies in the architectural and structural planning have created roadblocks, especially regarding essential features like the security booth.
Moreover, the confusion between different consultancy instructions has further complicated the project, with varying directives leading to uncertainty about foundational levels. The contractor highlighted that a lack of effective communication and coordination among all parties resulted in serious design issues, which were a major factor in the project’s stagnation.
While there were concerns regarding the competency of some consultants for a project of this scale, the situation also underscores the importance of clear communication and defined roles in project management. The hope remains that improved coordination among all stakeholders can revitalize the Naiyaca Campus project and foster better educational opportunities for students in the northern regions.
