Ministry of Health Procurement Problems Unveiled

Several interconnected issues have caused persistent problems in the Ministry of Health’s procurement process, leading to halted projects and unused funds.

Opposition MPs questioned Health Minister Dr. Atonio Lalabalavu about the ministry’s use of funds. MP Premila Kumar specifically inquired about the upgrade and enhancement of Labasa Hospital.

Dr. Lalabalavu explained that contractors faced significant electrical issues due to the electricity capacity. “As a result, much of the capital project refurbishment was put on hold,” he said. He further noted that new machines, including a CT scan and new lab equipment, had been installed at Labasa, but the old wiring could not support the electrical load.

The ministry is currently working with the Fiji Pharmaceutical and Biomedical Services Centre (FPBS) to expedite the procurement of equipment. While some equipment has been installed, others are awaiting proper infrastructure upgrades.

Leader of Opposition Inia Seruiratu revealed that during their budget discussion with the Finance Ministry’s permanent secretary, they had raised concerns about the slow implementation and procurement process issues. Seruiratu stated that a key problem was the involvement of junior officers in the preparation of procurement documents.

“As a result, it goes back and forth, causing delays,” he said. “Moving forward, we require implementation because the funding is available. Permanent secretaries should ensure senior officials are involved in the process, as this can help expedite matters.”

He noted that previously, agency and divisional tender boards were in place, but now everything has been centralized for control purposes. “The way forward is to assign the right officers to the job to help speed up the process,” he added. “I believe this will benefit us moving forward.”
