Minister Demands Overhaul of Fiji’s Vessel Purchase Procedures

The Minister for Public Works, Transport, and Meteorological Services, Ro Filipe Tuisawau, has initiated a thorough review of the vessel purchase processes in Fiji, prompted by the revelation that a newly imported vessel was not surveyed by the Maritime Safety Authority of Fiji (MSAF).

In a statement addressing queries, Ro Filipe explained that the MSAF was only informed of the vessel’s arrival on December 31, despite its departure from South Korea on December 19. The usual procedure, which involves MSAF officials traveling to the originating country for technical verification assessments and physical surveys, could not take place due to unexpected political turmoil in South Korea and logistical challenges.

The Minister expressed dissatisfaction with certain current processes and stressed the need for improvement and innovation within his team. He emphasized that, as a political leader, he cannot handle all operational or regulatory issues alone and called on his ministry’s staff to take more initiative.

Ro Filipe underscored that MSAF must be involved before any vessel purchase is made, advocating for enhanced coordination regarding clearance procedures from the originating port prior to travel. In the interim, MSAF has been authorized to carry out technical assessments and collaborate with the vessel owner to address any discrepancies before issuing a license. Additionally, MSAF is tasked with working alongside vessel owners and Fiji Ports to dispose of unserviceable vessels, while also reviewing processes and regulations related to vessel acquisition.

He acknowledged the significant challenges faced by the maritime shipping industry and extended his gratitude to operators for their critical contributions to essential services. Furthermore, a comprehensive review of the transport sector, including maritime services, is forthcoming, with the Terms of Reference currently in the final stages of development.

This proactive stance from the Minister highlights the government’s commitment to ensuring safety and regulatory compliance in the maritime industry, providing hope for improved processes in the future.
