The relocation of Selina Kuruleca from the Education Ministry to the position of Permanent Secretary for Justice marks “just the beginning” of ongoing changes, according to Public Service Commission (PSC) chairman Luke Rokovada.
In an interview conducted in Nadi, Rokovada emphasized that the reshuffle was essential. He refuted claims that it was the result of performance issues or a directive from the Prime Minister. Instead, he clarified that the commission made the decision in collaboration with the Prime Minister.
“For all postings, appointments, or transfers of Permanent Secretaries, the commission decides with the PM’s agreement,” he stated.
Ratu Meli Nacuva will serve as the Acting Permanent Secretary for Education, while still holding his position as Permanent Secretary for Youth and Sports. Rokovada highlighted that Nacuva’s background in public administration, education policy, and training would be valuable in enhancing the quality and accessibility of education.
When questioned about the rationale behind the changes, Rokovada characterized the move as a standard reshuffle. “It’s simply time for some individuals to transition, experience a new environment, and contribute to their new organizations,” he explained.
“The PS Justice position is newly established, and we couldn’t find a suitable candidate through traditional means, so Selina is well-equipped for the role,” he added.
Rokovada also addressed concerns regarding Kuruleca’s suitability for the justice sector, asserting that the commission is confident this new position will effectively utilize her skills and experience. Additionally, he confirmed that an Acting Permanent Secretary for Multi-Ethnic Affairs and the Sugar Industry would be appointed soon, following the resignation of Yogesh Karan.
