“Major Government Reshuffle: What’s Next for Fiji’s Public Service?”

The Public Service Commission (PSC) chairman Luke Rokovada has indicated that the change involving Selina Kuruleca’s reassignment from the Education Ministry to the position of Permanent Secretary for Justice is merely “the beginning” of further adjustments within the public service. In a recent interview in Nadi, Mr. Rokovada emphasized the necessity of this reshuffle.

He clarified that the decision was not related to Ms. Kuruleca’s performance nor was it a directive from the Prime Minister. “The commission made the decision, with the agreement of the Prime Minister,” he stated, noting that all postings, appointments, or transfers of Permanent Secretaries are determined by the commission in conjunction with the Prime Minister’s consent.

Ratu Meli Nacuva has been appointed as Acting Permanent Secretary for Education while simultaneously serving as the Permanent Secretary for Youth and Sports. Mr. Rokovada highlighted that Mr. Nacuva’s background in public administration, education policy, and training will support ongoing initiatives to enhance the quality and accessibility of education.

When questioned about the rationale behind these changes, Mr. Rokovada described it as a standard reshuffle, stating, “It’s just time for some of them to move around, enjoy a new environment, and contribute to their new organizations.” He mentioned that the position of PS Justice is newly created, and since an appropriate candidate could not be found through advertising, Ms. Kuruleca was deemed a suitable fit for the role.

Mr. Rokovada downplayed concerns regarding Ms. Kuruleca’s lack of experience in the justice sector, asserting that the commission is confident this new assignment will effectively utilize her skills and experience. Additionally, he confirmed that an Acting Permanent Secretary for Multi-Ethnic Affairs and the Sugar Industry will be announced shortly, following the resignation of Yogesh Karan.
