LTA’s Route Restrictions Spark Outrage Among Carrier Drivers

The Labasa Carrier Association is urging the Government to investigate the Land Transport Authority’s (LTA) revised access policies for carrier drivers, who are facing operational restrictions. Drivers claim that despite previous allowances for broader access, the LTA has now limited their operations to fixed routes, which is adversely affecting their service capabilities.

Association president Mukesh Chand reported that after speaking with the LTA’s regional manager, drivers were instructed to use a “Charter” board on vehicles for routes beyond designated points. However, many drivers later received warnings from LTA officers and police, indicating a mixed message about the regulations. Chand noted that the LTA CEO confirmed that operations are restricted to specific points, leading to confusion among drivers who renew their access permits quarterly but have not received a clear explanation for the changes.

Driver Satish Lal, who has been waiting for a full-time carrier license since 2018, has faced repeated delays in his application, with officials claiming all submissions are on hold. Another driver, Ravitesh Chand, expressed concerns that these operational restrictions particularly hinder service during peak times, such as festive seasons when families in remote areas rely on carriers for transport.

In response, LTA CEO Irimaia Rokosawa explained that changes to the Land Transport Act have led to a new policy that restricts operations beyond fixed points to ensure fair market conditions for other transportation services like buses and taxis. He emphasized the importance of compliance with approved timetables and encouraged drivers to apply for Licensed Carrier permits if they wish to operate as Public Service Vehicles.

This situation underscores a significant need for clearer communication from the LTA to drivers to ensure they can continue to serve their communities effectively. Clarity on regulations could foster more cooperative relationships between the LTA and carrier drivers, promoting a more efficient transport system.
