Legal Shake-Up: New Deputy DPP Appointed Amid Controversy

The Attorney-General Graham Leung has confirmed the appointment of John Rabuku as the new deputy Director of Public Prosecution (DPP). This announcement follows Rabuku’s departure from his role as acting DPP five weeks ago. Acting DPP Nancy Tikoisuva revealed Rabuku’s appointment on Wednesday.

Previously, Attorney-General Leung requested Rabuku to step down from the acting DPP role after the Supreme Court ruled him as ‘ineligible’ for the position. Leung stated, “Under the Constitution, the DPP is authorized to appoint their own staff,” emphasizing that the decision rests solely with the DPP or the acting DPP, and does not involve the Judicial Services Commission or the Attorney-General. He noted that there is no legal obligation for consultation or approval from his office regarding these appointments. Leung also explained that if the acting DPP takes leave, it is not guaranteed that the deputy would automatically take over those responsibilities.
