Fiji is set to receive additional support from Japan through a partnership between the two countries. This assistance includes the delivery of fire trucks for local airports and the installation of an aircraft surveillance system at Nadi International Airport to enhance aviation safety in Fiji.
Prime Minister Sitiveni Rabuka announced these developments following Cabinet meetings held on July 11, 12, and 15.

Grant Funding for Fiji Airports
Cabinet approved an Exchange of Notes with the Japanese government and a Grant Funding Agreement with the Japan International Cooperation Agency (JICA) for 1.29 billion Yen (FJ$15 million) to Airports Fiji Pte Limited. Under the agreement, JICA will:
– Install aircraft surveillance systems at Nadi International Airport and Labasa Airport
– Deliver five fire trucks to Nausori, Labasa, Savusavu, and Matei airports
– Provide three rescue boats to Nadi International Airport
– Offer consultancy services to improve aviation safety
MOU with International Peace Institute
Cabinet endorsed a Memorandum of Understanding (MOU) with the International Peace Institute (IPI), aimed at enhancing Fiji’s preparations for COP29 through capacity building in negotiations. IPI focuses on peace and security and assists Small Island Developing States (SIDS) in addressing climate change issues.
Financial Services Ombudsman
Cabinet approved the establishment of a Financial Services Ombudsman (FSO) within the Reserve Bank of Fiji (RBF). The FSO will handle complaints from consumers against banks, insurers, and other financial service providers. Its effectiveness will be reviewed after two years.
Stand-by Loan for Disaster Recovery and Rehabilitation – Phase 2
Cabinet endorsed the Exchange of Notes and Record of Discussion with Japan for a five billion Japanese Yen (FJ$72 million) Stand-by Loan for Disaster Recovery and Rehabilitation – Phase 2 through JICA. This initiative aims to promote economic stability and enhance disaster risk management.
Fiji’s Participation in the Pacific Island Network of Competition, Consumer and Economic Regulators
Cabinet endorsed Fiji’s participation in the Pacific Island Network of Competition, Consumer and Economic Regulators (PINCCER), with the Fijian Competition and Consumer Commission (FCCC) representing Fiji.
Fiji to Co-Host Indo-Pacific Environmental Security Forum
Cabinet approved an MOU with the US Department of Defense to formalize the annual Indo-Pacific Environmental Security Forum (IPESF 24), which will be held in Natadola from August 6-9. The forum brings together Indo-Pacific militaries and civilian agencies to discuss environmental obligations.
Amendment to the MOU Between Australia and Fiji on Defence Facilities and Infrastructure Activities
Cabinet approved an amendment to the existing MOU between Australia and Fiji, supporting upgrades at the Stanley Brown Naval Base and Fiji Maritime Essential Services Centre (MESC) in Lami.
MOU Between Fiji and Australia on Defence Pacific Air Programme
Cabinet endorsed the Defence Pacific Air Programme MOU between Fiji and Australia. This agreement governs the operation of the C27J aircraft in Fiji, offered by Australia for humanitarian assistance, air transport, and aerial surveillance missions.
Review of the 2018-2022 National Employment Policy
Cabinet approved the review of the 2018-2022 National Employment Policy to support economic diversification and environmental sustainability. The review will address climate change, disaster management, and resilience, with technical assistance from the International Labour Organization (ILO).
NDMO Partnership with Japan, Quasi-Zenith Satellite System
Cabinet endorsed a Memorandum of Cooperation with Japan for the use of the Quasi-Zenith Satellite System (QZSS) in Fiji. QZSS provides early warnings during earthquakes or tsunamis. The MOC will be signed during the PALM conference in Japan from July 16-19.
