Prime Minister Sitiveni Rabuka has announced that the Terms of Reference (TOR) for a Commission of Inquiry, which will look into allegations made by former FICAC Acting Deputy Commissioner Francis Puleiwai, are currently in draft form and will be finalized and released soon. This announcement follows claims by Puleiwai that high-ranking government officials, including ministers and deputy prime ministers, obstructed investigations against them. Rabuka indicated that the inquiry may take the shape of either a commission or a detailed investigation. He noted that the TOR is in the process of being developed, and the structure of the commission that will conduct the investigation is also being determined. The Prime Minister confirmed that an Act governing the Commission of Inquiry exists and that it will be implemented.
