Hibiscus Festival Harassment Investigation: What’s Next?

The independent investigation into harassment allegations that arose during the crowning night of the Hibiscus festival has been concluded. The results of this investigation are now with the Ministry of Local Government for evaluation.

Minister for Local Government Maciu Nalumisa confirmed this status but did not provide additional details regarding the findings. He emphasized that the investigation included interviews with all relevant parties, such as committee members and witnesses, and adhered to council policies.

The investigation was led by an independent panel composed of the Chair of Suva City Council, a legal expert, an external event management and public safety specialist, and a representative from an organization focused on human rights or gender-based violence advocacy.

Mr. Nalumisa stated, “We are committed to ensuring that the investigation was impartial, transparent, and conducted professionally, completely in compliance with all legal and regulatory standards.” He also mentioned that a separate police investigation is ongoing, and the Ministry will fully cooperate with law enforcement throughout the process.

Background indicates that allegations of sexual harassment came to light after a contestant reported feeling uncomfortable, with claims of “groping” discussed. These incidents were said to have occurred during the post-crowning cocktail event in the festival’s VIP tent.
