Finance Minister Professor Biman Prasad has urged the Ministry of Health and the Ministry of Civil Service to address concerns regarding new changes to overtime and Time Off in Lieu (TOIL) policies affecting civil servants. He stated that the budget allocated to the Ministry of Health is sufficient and includes necessary provisions for overtime and resources.
Professor Prasad emphasized that, from the Ministry of Finance’s perspective, the funding is adequate, and no shortages should hinder the delivery of health services. He pointed out that while there have been reports about staffing shortages in radiology and pharmacy due to the policy changes, the issue lies not with funding but with internal processes.
He stated, “We expect the Ministry of Health to ensure that resources are available and to resolve any process-related issues with the Ministry of Civil Service. We are confident that there will be no disruption to services as a result of funding limitations.”
