The Ministry of Rural and Maritime Development is initiating a thorough review of the Integrated Rural Development Framework (IRDF), a move that signals a significant effort to enhance the coordination and integration of rural development initiatives throughout Fiji. This step aligns with the priorities outlined in the Fiji National Development Plan (NDP) for 2025 to 2029, which identifies rural development as a key focus, aiming to promote sustainable growth and resilience in rural and outer island communities.
A critical aspect of this review is the strengthening of the IRDF, which has been highlighted in the NDP as a priority for evaluation. The goal is to create pathways for socioeconomic development opportunities specifically tailored for rural communities. Supported by the United Nations Development Programme’s Governance for Resilient Developments in the Pacific Project, this review seeks to better align rural development strategies with national objectives while addressing the unique needs of each community.
In their statement, the Ministry expressed a commitment to ensuring that rural and maritime areas not only benefit from but also actively contribute to Fiji’s broader development goals. The overarching aim of this review is to lay the groundwork for a National Rural Development Policy (NDRP). This policy is expected to focus on lifting rural households out of poverty and tackling critical issues such as access to clean drinking water, sanitation, electricity, transportation, secure employment, and educational opportunities, as well as the challenges posed by disasters and climate change.
The review is designed to harmonize rural development efforts across various government sectors, ensuring that resources are effectively allocated to meet the distinct needs of rural areas. By prioritizing local voices and requirements, the IRDF review aims to tackle urgent issues, such as access to essential services and sustainable livelihoods.
Fiji’s rural and maritime regions are abundant in natural, cultural, and human resources. This review presents an opportunity for the Ministry to unlock the significant economic and social potential of these areas, fostering growth, investment, and innovation. Isoa Talemaibua, the Permanent Secretary for Rural and Maritime Development and Disaster Management, highlighted the importance of this process, stating that it is an opportunity to create an inclusive and future-oriented development framework that recognizes rural communities as key contributors to Fiji’s progress.
The Ministry encourages all stakeholders, including community leaders, civil society organizations, development partners, and the private sector, to engage in this vital process. Nationwide consultations will commence as part of the review, beginning with the Central Division on November 14–15.
This initiative reflects a hopeful vision for the future of rural communities in Fiji, empowering them by addressing their specific needs and aspirations. With careful planning and community involvement, this endeavor has the potential to build a more resilient and prosperous future for rural areas.
