Fiji’s New Ferry Hits Registration Hurdles: What’s Next?

The Maritime Safety and Authority of Fiji (MSAF) has announced that Goundar Shipping Limited’s newly acquired fast ferry, MV Captain Inoke, has not yet undergone the necessary survey and approval process to be registered as a domestic vessel. Currently, the ferry is classified under a Mongolian flag following its arrival in Fiji at approximately 6 AM on Friday, with plans to dock at Suva Port at 1 PM.

Joweli Cawaki, the chief executive officer of MSAF, confirmed that MV Captain Inoke remains a foreign vessel until it has been registered with the authority. He indicated that this registration is expected to take place next week. “The vessel has not been registered by us yet, and it won’t be able to operate until that happens,” Cawaki stated.

Mr. Cawaki also noted ongoing communication with George Goundar, the managing director of Goundar Shipping Limited, who is anticipated to submit the registration application soon.

In response to the situation, Goundar acknowledged that while the vessel is registered as foreign with the Fiji Revenue Customs Authority (FRCA), it is owned by a registered Fijian entrepreneur. He explained that the vessel was flagged under Mongolia due to political circumstances in Korea, the vessel’s country of origin.

Goundar expressed his commitment to the local maritime industry, stating that despite facing criticism from rival companies, he is dedicated to serving the needs of the Fijian people. He plans to undertake maintenance and upgrades on the vessel upon its arrival, which he expects will take one to two months. He emphasized the financial investment made in the vessel, costing over $7 million, with another vessel expected later this year at a price of $3 million.

He called for an end to politicization in the sector, urging for community understanding and support, and reaffirmed his intention to provide reliable service to the people of Fiji.

This situation highlights a moment of transition for Fiji’s maritime industry, where foreign vessels can become part of the local fleet with proper registrations. As the process unfolds, it also shines a light on the opportunities available for Fijian investments in maritime infrastructure, which could improve local transportation services and boost the economy.
