Fiji’s New Ferry Faces Registration Delays Amid Controversy

The Maritime Safety and Authority of Fiji (MSAF) has announced that Goundar Shipping Limited’s new fast ferry, MV Captain Inoke, has not yet been surveyed and approved for operation. As a result, the vessel remains classified as a foreign ship, having arrived in Fiji flying a Mongolian flag.

The MV Captain Inoke docked at Suva Port early Friday and is awaiting the necessary inspections before it can operate within Fijian waters. Joweli Cawaki, CEO of MSAF, stated that the ferry is currently registered as a foreign vessel by the Board of Control and emphasized the importance of its registration, which is anticipated to occur next week.

Cawaki communicated with George Goundar, managing director of Goundar Shipping Limited, who is expected to submit the necessary application soon. Cawaki pointed out that once the registration is complete, the ferry will be allowed to commence its operations.

In response, Goundar confirmed that the MV Captain Inoke is registered as a foreign vessel under the Fiji Revenue Customs Authority (FRCA) but emphasized that it is owned by a registered Fijian businessman. He explained the circumstances that led to the vessel flying a Mongolian flag, including political issues in Korea, which necessitated a different flag for the journey.

Goundar mentioned minor setbacks with port acceptance but reaffirmed his dedication to the local market, expressing that the ferry and another vessel planned for later this year represent significant investments. He stated the importance of focusing on service to the people of Fiji and urged others to put aside political motives.

This situation presents an opportunity for Goundar Shipping Limited to enhance its fleet and contribute to local maritime services in Fiji. As the registration process advances, the community can look forward to improved transport options and the economic benefits that come with heightened maritime activity.
