The Telecommunications Authority of Fiji (TAF) is currently assessing the connectivity status of over 240 villages that are experiencing inadequate or no internet access, with plans to potentially add more villages to this list. Prit Chand, the CEO of TAF, explained that these initial villages were identified under the Telecommunications (Declaration of Universal Service Areas) Order 2013, which was established to ensure universal telecommunications access through contributions from licensed service providers.
Chand emphasized that ongoing assessments aim to broaden coverage to more underserved communities, thereby enhancing connectivity across rural areas. Despite telecommunications companies making contributions to the TAF fund for years, concerns about transparency and accountability have surfaced, particularly highlighted by Amalgamated Telecom Holdings’ CEO Ivan Fong, who called for a review of the Universal Service Obligation. He pointed out that advances in technology could significantly reduce costs related to rural connectivity.
The Fijian government is currently managing the distribution of the fund, aiming to maintain control over rural connectivity initiatives. Chand confirmed there have been no recent fund disbursements and that TAF is assessing various proposals from reputable service providers. The agency is also reviewing demonstrations of proposed solutions to evaluate their technical and commercial viability.
An ongoing monitoring and evaluation process will follow the initial phase of implementation to ensure that the connectivity projects successfully meet their objectives and provide effective services to underserved regions. This evaluation may lead to necessary adjustments to improve outcomes and address any emerging challenges.
