The ongoing battle against drugs is presenting significant challenges for Fiji’s Police Force Forensic Chemistry Unit (FCU) laboratory. As the volume of drug-related cases continues to rise, the unit is struggling with limited manpower to conduct necessary tests and analyses.
During the recent 2024 Office of the Director of Public Prosecutions (ODPP) Annual Conference, Miliana Werebauinona, the principal scientific officer of the unit, highlighted the issue. Currently, the unit receives nearly 3,000 drug cases annually, yet only has nine certified drug analysts available to handle this workload. Ms. Werebauinona stands out as Fiji’s first certified drug analyst, having completed her certification through the Institute for Environmental Scientific Research (IESR) in New Zealand back in 2012.
She emphasized the urgent need for additional personnel and technical support to manage the increasing number of drug cases, which totaled 2,666 last year and 2,399 by mid-year this year, with expectations for further increases. Notably, Ms. Werebauinona acknowledged the government’s support in acquiring laboratory equipment, which has enhanced the unit’s capabilities. However, with the nature of crime evolving, the lab must adapt to ensure effective law enforcement.
Unfortunately, the current structure of the unit being under the Fiji Police Force has created bureaucratic hurdles that impede necessary developments and capacity-building efforts. One major concern is the conflict between attending court cases and performing daily operational duties, as the unit’s analysts are often required to present findings in multiple locations simultaneously.
In light of these challenges, Ms. Werebauinona advocates for a model where at least three drug analysts are stationed per division, alongside the establishment of more laboratories to distribute services more widely. Currently, the unit serves not only Fiji but also provides drug analysis to other Pacific Islands, including Tuvalu, Vanuatu, and Nauru, showcasing its regional impact.
Despite the challenges, the unit remains committed to fighting illicit drug activity efficiently. This dedication highlights their crucial role in maintaining safety and security in the region.
In a hopeful perspective, the Fiji Police Force’s Forensic Chemistry Unit is on a trajectory for improvement as discussions about resource expansion and structural changes are underway. With continued support from the government and a focus on capacity building, there is anticipation for enhancements in their operations and overall effectiveness in combating drug-related offenses in Fiji and beyond.
