Fiji Unveils New Framework to Track National Development Progress

The Integrated Monitoring, Evaluation, and Implementation (IME) framework has been introduced to monitor and evaluate the progress of the National Development Plan (NDP) in Fiji. The NDP aims to enhance the quality of life for the people of Fiji, making the effective execution of its strategies vital, which is where the IME comes into play.

The plan underscores that without action and monitoring of progress, it remains ineffective. The NDP highlights a common issue faced by many national and sectoral plans, not just in Fiji. It emphasizes the necessity of good governance through established platforms that allow citizens to hold the government accountable for its commitments.

An effective IME framework is pivotal in ensuring the timely implementation of policies, optimizing the use of resources, enhancing program effectiveness, and encouraging stakeholder involvement and feedback. Its design will facilitate prompt corrective actions, ensuring desired outcomes are met.

The NDP specifies high-level outcomes derived from discussions with various government ministries, which will act as key performance indicators (KPIs) for the permanent secretaries overseeing these ministries. Subsequently, these ministries are expected to develop realistic and attainable outputs based on the identified outcomes.

To monitor the progress of the NDP, ministries responsible for its implementation are mandated to submit reports quarterly and annually. This systematic reporting will ensure transparency regarding the execution of the plan and maintain public awareness of its performance.

Additionally, a Cabinet Sub-Committee on IME is proposed to institutionalize this framework, aimed at protecting taxpayer funds, maximizing resource use, and enhancing the impact of policies.
