FICAC Appointment Under Scrutiny: What Will the Inquiry Reveal?

A Commission of Inquiry has been initiated at the Old Parliamentary complex in Veiuto, Suva, to evaluate the legitimacy of the appointment process for Barbara Malimali as the Commissioner of the Fiji Independent Commission Against Corruption (FICAC). This two-week inquiry kicked off today with Prime Minister Sitiveni Rabuka, who is also the chairman of the Constitutional Offices Commission, serving as the first witness.

Supreme Court Judge Justice David Aston-Lewis is overseeing the inquiry, which will investigate potential improper or unlawful influences in the events that led to Malimali’s appointment on September 5, 2024. A crucial aspect of this inquiry is whether her appointment was swayed by vested interests, particularly those linked to ongoing FICAC cases involving prominent figures such as Members of Parliament, Ministers, and senior public servants.

The hearing is set to continue until January 16, with a total of 34 witnesses anticipated to provide their testimony. Among these witnesses are Deputy Prime Ministers Professor Biman Prasad and Manoa Kamikamica, former Women’s Minister Lynda Tabuya, Opposition Leader Inia Seruiratu, Attorney-General Graham Leung, and former President Ratu Wiliame Katonivere. Suva attorney Tanya Waqanika is representing Malimali during the proceedings.

The Commission’s final report is expected to be submitted to the President and the Prime Minister on January 31, 2025. This inquiry aims to uphold the principles of transparency and accountability within the governance structures in Fiji, reflecting a positive step toward possible reforms to enhance public trust in governmental processes.
