The Nasinu Town Council has expressed its support for the implementation of community service as an alternative to incarceration, particularly in response to the increasing issue of littering in Fiji. This initiative has received backing from Justice Minister Siromi Turaga, who advocates for the consideration of community service in relation to social challenges like waste management. Jone Tuiono, the chair of the council’s special administrators, also supports this approach.
Mr. Tuiono emphasized the importance of applying this measure on a case-by-case basis to ensure both fairness and effectiveness. He pointed out that while community service can be a viable alternative to prison sentences, it should not be extended to repeat offenders who should face stricter penalties.
“Each case should be evaluated separately, and punishment should be determined accordingly,” Mr. Tuiono stressed, making it clear that leniency should not be given to those who repeatedly break the law. He acknowledged that the success of community service as a punishment relies on the public’s mindset, particularly regarding law adherence and compliance with regulations.
He referenced existing laws, such as the Community Work Act of 1994 and the Litter Act of 2008, which outline how community service can be applied. The council has already been utilizing community work for minor offenses, particularly those related to littering violations, and is ready to implement this initiative further if officially recognized.
This progressive step toward using community service as a response to littering highlights a potential shift in how social issues are approached in Fiji, fostering greater community involvement and responsibility.
