Caught at the Gate: Students Ignoring Travel Clearance Rules Face Offloading

An average of 150 students in Fiji are being offloaded from flights monthly for failing to secure the necessary travel clearance while under the terms of their scholarships through the Tertiary Scholarship and Loans Service (TSLS). At a recent handover ceremony for Travel and Bond Clearance and Recoveries in Suva, TSLS CEO Hasmukh Lal emphasized that students are often aware of the travel clearance requirement yet neglect to follow through, attempting to “cheat the system.”

Lal reiterated that scholarship conditions clearly state that students must seek travel clearance before international travel during their scholarship period. Udit Singh, CEO of Fiji Revenue and Customs Service, suggested that heightened awareness and communication are crucial to ensuring students complete necessary formalities at least four to five days prior to travel to avoid facing issues at the airport.

To address these challenges, the TSLS has launched a new Travel and Bond Clearance Portal. This platform will streamline the application process by sending approvals directly to students via their accounts, which can be accessed on mobile devices. Immigration officials and border control personnel will also have viewing access to this portal, eliminating the need for students to print and carry physical approvals.

While the trend of students being offloaded raises serious concerns about adherence to scholarship requirements, it also highlights the need for effective communication and transparency in the scholarship application process. Enhanced awareness initiatives and the introduction of a digital portal could significantly reduce the number of students facing travel-related obstacles.

This proactive move can positively impact student experiences, thereby contributing to more successful scholarship journeys in the future. By ensuring students are better informed and equipped regarding travel clearance requirements, TSLS aims to foster a smoother transition between education and international opportunities.
