A new documentary titled “Fatal Watch,” co-directed by Katie Carpenter and Mark Benjamin, reveals the critical role and dangers faced by fisheries observers. These professionals play a vital role in monitoring activities aboard industrial fishing vessels to ensure compliance with marine regulations, but this exposes them to considerable dangers, including illegal fishing practices and threats of violence.

The film sheds light on the unsettling realities surrounding the disappearances and deaths of fisheries observers over the past decade, investigating four specific unsolved cases. It highlights broader industry issues, including safety and management shortcomings that contribute to these tragic outcomes.

Among those featured in the documentary is Elizabeth Mitchell-Rachin, a former observer and board member of the Association for Professional Observers. She passionately advocates for the rights and safety of her peers, sharing her own harrowing experience of being threatened while working at sea. The film underscores the need for transparency in the industry and how observers’ financial ties to the companies they monitor complicate their ability to ensure accountability.

“Fatal Watch” broadens the conversation around observer safety, linking it to larger marine conservation issues and emphasizing the need to address these challenges urgently. It includes investigative insights from former FBI agent Osvaldo Alaniz, who explored the disappearance of Keith Davis, illustrating the complexities of such cases, often hampered by jurisdictional challenges and potential foul play.

Set to premiere on March 21 at the Sonoma International Film Festival, followed by screenings at the DC Environmental Film Festival, this documentary aims to raise awareness and gather support for observer safety and marine conservation initiatives.
